Government assimilates to cut down on fraud, should they refer citizens instead of cutting them off cold?

Great Legislator asked:
Government has many asistance programs. And where one might not qualify for
assistance at one agency, there are other agencies that help. And they end up paying anyway.
There are many disabled who are homeless because they can’t get benefits. Simply
because Social Security doesn’t know how it will pay out in years to come. Used to be any bum could get on it. Shouldn’t we re-work the system. Get help for addicts and
weed out the bums.
Tough Times require tough choices. But we cannot afford to go to extremes and allow anarchy to develope. Find the Middle Ground.
